The book addresses the differences between a biological and a chemical attack, the distinct challenges to the military and civilian medical communities, and other broader issues. In addition, although technological innovations are encouraged, the committee also recommends building manpower and other simpler mechanisms for civilian protection. This book will be of critical interest to anyone involved in civilian preparedness for terrorist attack: planners, administrators, responders, medical professionals, public health and emergency personnel, and technology designers and engineers.

This report presents a summary of a December 2001 working conference, sponsored by the National Institute for Occupational Safety and Health. Attending were emergency workers who responded to the bombing of the Murrah Building in Oklahoma City, the September 11 attacks on the World Trade Center and the anthrax incidents that occurred during autumn 2001.
